LOL! The Dems are trying to may hay about folks who don't recall something, when there is no there, there. 
They have quite a weak argument!
I'll explain the bottom line about what "I don't recall" exactly means.
If it was something from a LONG time ago, it could mean they NEVER knew something, OR they did at one time, but have forgotten.
If it was something very recent, it 100% means that they NEVER knew what they were asked to recall. :smug:
