Mexican elections are taking place and the bullets are flying. The situation is so bad that Hillary, back when she was SecState, declared Mexico a failed state to rival Iraq. This was after the IS became a thing. Considering the rapid collapse of the Mexican state, the danger to Americans via spill over and the flood of refugees crossing the border would it not be wise to move in and stabilize the situation?
A take over wouldn't be too hard. Mexico is a federal republic like ours with states, an independent federal district to keep the capital out of state politics, a Congress made up of a Senate and House of Representatives all led by a president elected in a general/mid-term election cycle. Aside from differing laws (How's that any different than the current 50 states?) and elections being on a different schedule it's the same situation.
Here is how I'd handle the integration. Rubber stamp statehood (since they're already states) making the only requirement being an updated constitution. Allow the current governors and state governments to stay in power. Allow the current senators to stay in power. Allow the governors to appoint representatives in the numbers their population's entitle them to (this would be a 1 time thing while Congressional Districts get drawn up and the governors would be strongly encouraged to appoint their current elected Representatives). The presidency and Cabinet would of course be abolished as redundant. As for Mexico, F.D. I'd keep it as is. By maintaining it as a capital, we'd respect the cities heritage, it'd serve as a memorial to an independent Mexico and It'd offer the Federal Government a place to go if they had to evacuate Washington for whatever reason (such as a hurricane) allowing the government to get to safety without disrupting it's operation.
With all the warlords running around and the total uselessness of the current government, I don't imagine the locals would be in a position to complain even if they wanted to.
