At one time raising state taxes wasn't a problem. Voters in New York, New Jersey, California, and other Democrats strongholds would pass just about any state increase because they knew they could pass those increased taxes onto the US taxpayers. Those taxes were deductible. That changed with the Tax Reform Act passing into law.
