Ideology is determined by the things you say and believe in. Socialism was a utopian dream decades before Karl Marx actually put numbers to it. His model has been the model of the class envy statist since the publishing of The Communist Manifesto.
Modern day liberalism only took the Marxist turn in the early Sixties during the Port Huron Statement. All the trappings of Marxism (minimum wages, government mandated work hours, welfare, anti-family policies, etc) wound up under the liberal label at that time. (Before then, liberalism meant laissez faire capitalism. Total free markets.)
The definition changed drastically. Now it fits your model to a T. Socialism IS liberalism.
