Coexistence between wolves and foxes

Some foxes were holding a meeting near a pool in a forest. Among them was an old fox which was on a visit to its birth place after a long absence in another forest acting as a representative for all animals.

"Eighty years ago, many of our ancestors were killed and eaten by ravenous wolves from yonder grasslands. Recently, there were increasing reports of wolf sightings and howling in the night. The wolves need to deeply reflect on how they should perceive the history of their atrocities against other animals to maintain good neighbourly relations,” said the old fox.

Suddenly there was a loud growl from the tall grass beyond the pool, following by a series of barks: "We have serious doubts that you made the comment with a correct understanding of our stance. We want to confirm your true intentions."

After the foxes scampered into their den, a hushed silence descended on the forest, broken occasionally by rustling leaves in the wind.

A large and well tailed fox from the back of the den, hidden behind three vixen he held as special spoke up. " Our brethren do not mean to be fearful, they simply are because we are weak".
From the entrance to the den could be heard the scratching of paws, and guttural growls of aggression.

I wonder whether you and our friend know which two countries I am talking about in this fable. Can both of you or anybody else tell the answer?

The counties are obvious....and to use them as material would degrade the story.
