On a day when the Bundestag is in session, a person and his personal army march to the Reichstag Building. The personal army surrounds the building, blocking any interference from the police or Germany’s army. Once inside the Bundestag meeting room, they get the President and Chancellor (in this case Christian Wulff and Angela Merkel), and present them with a new constitution which reconstitutes the country, and makes the hostile take-over legal. Threaten their lives if they do not sign, with threats such as “if you don’t sign, we will kill you, and since you do not have any named successors, we will name ourselves your legal successors, and our constitution will make this legal”, etc.
So, would this plan work? If not, any recommendations?

The best bet would be to have somebody in the government that is secretly part of the coup. The new constitution probably would not be acceptable (duress nullifying the document and the coup people would have no legal right to name themselves the successors as a result). By all means get them to sign such a document (to muddy the legal waters) but then kill everyone ahead in succession to your government guy.

The other problem is this scenario takes no stock of police and military action. Once you are in the Bundestag you are trapped there and once you start killing hostages the building will likely be stormed. The people seizing the Bundestag would thus have to be expendable, so you need a smaller strike force and the remainder of the personal army should not make an appearance until the government guy takes control and can stand down military and police units.

Where do you get the personal army from? They don't exactly grow on trees, you know.

There are two methods of rule - broadly speaking - hope and fear. You can have the people follow you because they love you, and they believe that you are their best hope for the future, or you can have people follow you because they fear the consequences of not following.

You seem to have chosen the latter route, with your initial plan of "storm in and kill everyone," and this is not something I have much contemplated, so I can't help you much. (I'm not sure I would want to either . . .)
