OK, so in the Smollett case, we have a Prosecutor AND investigating body BOTH saying he is lying about what actually happened (therefore committing the crime of filing a FALSE police report).
In the President's case (Mueller investigation), we have a Prosecutor AND investigating body BOTH saying NOT evidence of actual crime present (i,e, "no further indictments recommended").
The CONTRAST: Smollett is NOT vindicated/exonerated. The President IS vindicated/exonerated.
