War is just diplomacy with a big stick. You can't have effective diplomacy if the other side thinks it can (or worse can) ignore you and use you as their plaything. As it stands, the UN's big stick looks more like a broken twig. Fixing this (and the administrative issues I noted before) will be needed if the UN is to ever do it's job as it was designed.
