This shutdown started under SINGLE PARTY RULE. Before the shutdown the REPUB Senate sent a budget to the REPUB House only for Rep. Ryan to prevent a vote. THE 1ST THING the Dem House did was pass a budget (the SAME that the REPUB Senate sent under Rep. Ryan) only for Seen. McConnell to prevent a vote.

That is all.

No such thing as single party rule, when you have independent minds in Congress (at least one party has, as opposed to being "rubber stamps" like the Dimm sheep).
