There was a big issue a few years ago, when Mexico complained about our treatment of Mexican illegal workers. Our response was that we would be happy to change our laws and regulations to match the ones Mexico has for illegals. The complaints went away, because we just deport illegals, while Mexico makes them do jail time.
Maybe the situation is radically different right now. (a) there is a drug war on in Mexico that is spilling over into the United States (b) the Mexican Government is trying to do something about it. Usually it is much easier to help a Government if they are trying to help themselves.
The latter is much better than the former. I think it would the more confrontational the worse it can become, so good that they are sharing more information and intelligence and allowing the Mexican Government to be in charge of their military operations.
