An entitlement is an unfunded mandate, David. It includes the health care mandate, it includes the massive social programs that are the bulk of any budget including pension and benefits

Yes but 'entitlements' implies a sense of entitlement. People pay for things like SS and medicare/caid. Taxpayer investments aren't entitlements, they're purchased services being rendered. The only thing that fits the entitlement label without being a bunch of political BS is welfare.

Yes which most of us don't get or don't qualify for. So we pay for a large group (not all) that don't pay into the system. This makes them an entitlement to a group of people but not to all. I would direct you to Protectionist comments on his SSI hence why they are called entitlements. We don't pay for most of those program specifically. The only tax I know that is specific is the SSI tax which in reality is nothing compared to what is taken out of the system.
