Every country does what is best for them. Sometimes that means ignoring the UN, at others time not. It varies by country depending on their power situation.

The UN is an anti-american, anti-israel conclave of dictatorships, anti-semites, clueless euroweenies, islamofascist theocracies, communist thugs, and assorted third world ratholes. The US should have gotten out of it long ago.
