Though the rating agencies certainly carry quite a bit of responsibility for the current worldwide financial crisis, they are hardly the only guilty party. Banking, Traders, Governments, Regulators, and indeed the general public all ignored and in some cases created this mess.

Likely, this action is in some way an attempt to create an ace in the hole by the U.S. as protection against a likely future downgrade.
