They declared independence and ordered the Feds to vacate their bases. The war started with the Northern invasion, though the attack on Ft. Sumpter, which was located on land owned free and clear by the Feds, was off base and shouldn't of happened.
OK, so a similar event could be a civil unrest with the US army climbing in, and then a huge group of people declaring their independence. Or one of the States, or a number of States, declaring their independence.

Looks as though a ninth missionary has been released in Haiti, following a month stay in prison and charges of kidnapping. There is one last remaining Baptist in jail, Laura Silsby, and it is expected that she may be released soon as well. Must be a great relief for them that the ordeal is at last over. One month in a prison in Haiti must have been more than hell on earth. I can't imagine them ever returning there again. The ninth missionary just released is Charisa Coulter.
The judge released the first eight Americans after concluding parents voluntarily gave up their children in the belief that the Baptist group would give them a better life. But he decided he still had additional questions for Silsby and Coulter.

What are conditions in Haitian prisons like?
Well since the whole of Port-Au-Prince including jails in all probability had been destroyed by the earthquake, I can just imagine that it would have been make-shift with the most minimum of conveniences. Perhaps a tent? Or a prefab?
