I think the problem exists in the Indian Intelligence system.
I think all you people would agree on this that despite of the fact that every year crores and crores of rupees is spent on this department but i wonder the money goes. Its high time the government should take some serious steps in making intelligence more efficient so that these acts can be curbed down and if not the commoners are in serious trouble for sure.

Intelligence system is not the only problem in this context. Actually in India, there is only 1 detective of the intelligence system among 20,000 people. So we can not just blame them for this kind of acts. The main issue is of the current legal system which is not threatening these terrorists at all. The message of the legal system is that you do a terrorist activity but we will not act. So serious actions should be taken in this regards.

For me the problem with terrorist attacks always lies with the government no matter where in the world it happens.

What you have to consider is that it's the national security offices job the protect there country here in the UK we have MI5 and MI6 secret service there job day in and day out is to prevent issues like this from happening.

There job is to ensure our safety and well being it's there full time job and responsibility.

Taking that in mind it is only reasonable to blame local government for terrorist attacks well let me re-phrase that it's reasonable to blame them from not taking further measures to stop terrorist attacks.

Look at 9/11 for example, it isn't conspiracy to say several people had raised there concerns to government officials stating they suspected a terrorist attack is going to happen for local authorities not to act on this only leaves them to blame.

In my opinion government is to blame there will always be mistakes but when lives are lost and warning signs are ignored and more restrictions and funding aren't put into place after such attacks to prevent further attacks then it leaves the finger pointing in one direction.

Of course it is only the Indian government that is to be blamed for all this, the root cause of this is corruption.the terrorist who died and who are caught, had $400 in their pockets and that it was for the Indian coast guards who were supposed to stop the terrorists boat which entered in India through gujrat coast.the cost of so many Indian lives is just $400and even after all that has happened Indian govt is doing nothing but just trying to show the world that how helpless they are against terrorism.they have not taken a single firm action against pakistan and not to mention the coast guards who allowed the terrorists to enter, firing the cm and the deputy cm of mumbai does not make a difference as strong actions are needed to be taken on internal scale so as to minimize the external risks.

well it is not entirely right to blame the Indian government for these attacks. No government can predict the attacks,it is the duty of the intelligence but they failed to do so.even though they had some previous information but they didn't act on time.indian government should take serious steps to improve its intelligence services and should also do something about its rapid action force which was also very slow to react.

In my opinion, in India the biggest problem is delay in action and pro-active security measures. It is hard to believe that our intelligence did not have any idea about the brat that was cooked by the militants but owing to loop holes in the system and intentions, such a disaster could be possible.
