Yes, of course --- it must be so! (Chuckle) Determining the Probability in political decisions is a very difficult art.
The obvious is seldom the end-state. Otherwise, false-flag operations would hardly ever be a viable strategy.

Though I am sure that if you had a state, you would insist that your state, and your state alone, could posses the nuclear power.
No, I wouldn't. We DO have a state. It is called CANADA. We have had nuclear power even longer than you have. I should just LOVE to see you Americans tell us we have no right to it. Unlike Iran, we could have nukes up and ready to hit Washington in a day. After all, we invented nukes.
And neither country would survive. That is why the US and Canada will never nuke each other. Hell we share the same air.
If one country has Nukes then she became a Police man!
If two country have Nukes then the Cold war era sort of things could happen!!
And If many People have Nukes then the world will convert into Totalitarianism!!!
May be some one will say we should have while the rest goes to Hill!
