It seems they simply caught him in the premeditated phase. He was clearly a threat to peace. Being that he is in this "sovereign citizen" group he was likely being watched. This group has a notorious reputation of being loose cannons. And also being vicious anti American. So really loo suspect most of the sovereign citizens.
No. He formed a conspiracy to commit a crime in the future; which is punishable as a felony under both state and federal law.
So should we just let him kill someone then we can arrest him? conspiracy to commit murder is a crime, yes he did something.
That is certainly going to be the problem, but you can stop anyone selling the things or holding them illegally. With the highest imprisonment rate in the world, what are a few more million?

Try to stick to fact, at least while you are on here, and leave the crazy fantasies to the gun-sellers and their dupes.
He talked about it. It seems that is all he did. Is there more to the story? Did he buy the means to complete the planned murder? Did he join with others to plan his murder and put the logistics in place to complete his plan?
