I took that into consideration and I looked for a longer video, but couldn't find it. Either way though, I don't really see a context in which to say its really good. Even if he was saying it was less than days in the recent past, there is no need to say "really good" because it isn't really good, 36000 people and their families have just been handed an uncertain future.
If you look at the letter of the word you are correct of course. If it had been racist, it may have been more difficult for Obama to have forgiven him.

Exactly, he was saying that a black man with the gangsta, ghetto stereotype would never be elected due to American racism and that Obama's acting white gave him the edge he needed to over come this. In no way did he imply that whites were better then blacks.
He said it in a politicly incorect fashon (Negro, really?! Did he need to say it like that?
) but it wasn't racist at all.Now had he said something like, "Obama won because he was 1/2 white and thus didn't suffer the genetic disadvantages of being black.", then he would have been racist. It wasn't racist, it was poking fun at stereotypes. More making fun of racism than utilising it. Also, he's a massive lefty and simply wouldn't mean anything like that.
